Congestion in urban traffic has already become the serious problem in the modern cities. The time and safety of traveling and the quality of environment and living are all restricted by the condition of traffic. Because the feasibility to new-build or expand the roads has become less and less, it is more important to improve the management and control of the traffic. In this paper, the method of the dynamic optimization of traffic signals is studied and discussed in allusion to the present condition of traffic in the cities and the useful measure and approach are offered in order to solve the problem of traffic congestion.First, aiming at the paper, the model of the dynamic optimization is brought forward. Two restriction relations of offset are designed so as to enhance the using rate of green lights at the crossing of upriver and backward position ,so that the model is adapt to the demand of traffic saturation .A chaos genetic algorithm is studied aiming at the problem of the optimization of traffic signals. The chaos genetic algorithm is designed in order to overcome the problem that the speed of genetic algorithm convergences slowly and the constringency can easily premature and which can get into the partial particle. The arithmetic can integrate chaos theory and genetic algorithm. The arithmetic has cancelled the aberrance operation of the genetic algorithm and added the chaos search in order to avoid the complete randomness of aberrance.In order to apply the chaos genetic algorithm to solve the optimization of traffic time-distributing in allusion to the restriction condition of the traffic model, by introducing the concepts of constraints measure and feasible degree, conform the function of self-adaptive punishment to make the value adjust dynamic punishment to the change of the constraints feasible degree.Lastly, applying the optimization model of traffic trunks having been improved and the chaos genetic algorithm designed in this paper and using the tool box of GA in MATLAB.7.0 Release14,a practical traffic network is studied in the simulation.
