Nowadays is the age of information explosion. With the rapid development of Internet, we are surrounded by large numbers of information every day. How to manage and utilize the information effectively is a very important and interesting research problem. Content Management Technology is the mainly solution to solve these problems, which is being got more and more attention.From the above background, this article discuss the use of Content Management and related technologies as the background and the use of the CMS and Portal as the platform to design a Finical CMS which content can be customized and published:(1) Introduces the concept of the Content Manage System in detail; describes the modules of Content Management System; analysis the advantage and the applicable scope of CMS.(2) Put forward a comparing method of Content Manage System and compares some main Content Manage Systems as the example.(3) The article focuses on the kernel module of CMS—workflow and describes described a method that can detect the layout information of the PDF document and convert the PDF document to HTML page effectively, which can fetch up the drawback of most CMS which do not the support the dynamic conversation between PDF format and HTML format.(4) Combining with the CMS knowledge, design and implement a Finical CMS website based on the Portal platform. The stable and good running status of the website showed that the CMS makes an important role in the Information Publication area.
