In recent years, With the popularity of mobile phones, Short Message has become an indispensable part of life. SMS services have been infiltrated into education, government, banks and other industries, This makes services mode and services content in relevant industries important breakthrough.Distance learning is mainly a teaching based on computer network, It is different from the traditional teaching method. This teaching form is often difficult to adapt to poverty-stricken areas which a computer network educational resources are scarce. And directly affect the teaching of teachers and students in distance learning activities, Interaction, participation is not high, the wastage rate of students in an upward trend, Due to the lack of the necessary information interflow channels, thus affecting the quality of distance education. Under the existing conditions,explore a teaching media of new efficient and enhanceing exchange of information which has become urgent problems to be solved in distance learning process.For the problems have arisen in distance education, this paper expound the phone communication services and technology can be applied to the management of distance education, SMS features a convenient and flexible can be applied to the service of distance education. This topic designs and implements an SMS-based teaching and learning management system.This paper describes the key technologies of the mobile communication service system research and implementation in distance education, analysis of the SMS network architecture, SMS transmission principle, elaborates the design and implementation of server-side, especially for the key module realization of CMPP protocol-based messaging platform, Systems developed using JAVA language, Mainly related to JavaSocket network programming, multi-threaded, data pool technologies. For the short message sending and receiving, as well as the link detection developed separate thread for processing, using a database stored procedure and trigger realized SMS auto respond.In the function, the short message service system realized: (1) Teaching management inquiries, to provide students with SMS query (query results, examination time, course registration, class schedule and Q & A time queries);(2) Non-teaching management information, the students only need to edit the "doubt" and send to the relevant teacher special service number;(3) Teaching Management, teachers can send teaching notice,emergency notification through the web platform, and instructors can also view the inbox to answer student questions.Through learning service system based on the SMS, the distance education services to be extended to the area where there has no computer and has not been covered by the communication net; Students can be easily, effectively and quickly get the teaching information which they need. To promote the development of Distance Education.
