Currently, Network technology based on the network and Streaming Media Technology of the IPTV system are the research highlights of distance education research.This paper looked into the characteristics of IPTV technology and function, and mainly studied the different roles of the IPTV system by CDN technology and P2P technology, and analyzes the characteristics of network structure based on the specificity of geographical features in rural areas of Shaanxi Province. This program combines the existing design ideas of application of CDN technology in the IPTV system and P2P technology of the Serving two purposes at C / S designed a project of modern distance education system to the Party members and cadres in rural areas of Shaanxi Province.
