The purpose of data fusion is to get more accurate and reliable conclusion by synthetically handling the information from multiple sensors or multi-source. Data fusion has become a very hot research field in military, and regarded as the key development technology in the next phase in many countries including China. There are also extensive application and development prospects in fields such as industry, transport and finance besides military.Combining with the application in tracking multi-targets, data fusion technology is studied and data fusion simulation system is designed and finally implemented in this paper. Data fusion structure is analyzed from the perspective of character class fusion and distributed structure is adopted in simulation system. The nearest neighbor data association algorithm is adopted in data association because of the uniform motion of target and extended Kalman filter is adopted to estimate target state to solve nonlinear filter. Finally, extrapolation track association algorithm is adopted to implement the global and local track association.The simulation system is divided into target data generation, sensors data fusion, and fusion center track association. The simulation system is designed and developed according to High Level Architecture (HLA) development and implementation process model (FEDEP). VC++6.0 and the interface functions provided by VRlink is adopted to achieve data fusion simulation system according to the norms of HLA, and Kalman filter algorithm is implemented with VC++6.0 and Matlab 6.5. It is tested in the final part of this paper. Effective data and theoretical support are provided for the research of data fusion algorithm and the development of data fusion system.
