In recent years, with the rapid development of network technology and video technology, the traditional monitoring system has also been developed towards new directions. Remote video monitoring technology with the combination of network technology and video technology appeared. This thesis was to design an Internet-based remote video surveillance system of water conservancy.The system is a certain provincial network of video surveillance system. Those functions such as uniform distribution and centralized management should be achieved. This system should contain a number of general features such as image control, linkage alarm sensor, voice interaction, remote management and settings, and users. Using broadband network, this business integrates sporadic and independent networking points of image and achieves unified control, unified storage, unified management and resource sharing within the scope of cross-regional implementation and the whole network. Through the video platform, the needs of video surveillance were acquired and a bran-new intuitionistic vision and imagination range of management tools were also acquired.Management and business functions of this monitoring system were analysed on the basis of the actual water conservancy situations. In addition, the system function design was carried out. In the system planning, more than 3,000 videos was connected and multi-class network system architecture was constructed. MPEG-4/H.264 compression codec programs and RAID5 storage format were selected. Hybrid storage program was used. System platform software supports WINDOWS/LINUX operating platform. The SIP protocol was used in the platform as the session control and bearer control command transmission protocol. RTP/RTCP was also applied in audio and video transmission protocol for streaming media. System platform with GIS and GPS interface program was designed.The safety of the system is the most important. Based on the data transmission security of the public network, comparing the characteristics of VPN network and MPLS-VPN network, users can select the appropriate virtual network: programs, in accordance with the availability of resources. In this paper, network security monitoring center was designed and the safety of the system was described.After the completion of the system, managers could know about reservoirs, rivers, dams, floodgates and other important works on-site water, as well as the security situation in real-time. These will be propitious to centralized monitoring and management for leader in accordance with the situation to make the right decision-making. It has great practical and economic significance to ensure safety, to reduce or eliminate the occurrence of disasters and accidents.
