With the rapid development of Internet and Video-image processing technologies, Video Surveillance brings new development needs, its remote network and intelligent precisely speaking. The scale of video monitoring has been expanded unceasingly, network intelligent video surveillance systems has been installed and deployed, such as traffic monitoring, banks, markets, schools and other areas. It makes scattered areas equipment for collective administration scheduling possible, due to the increased performance of hardware and network environment improvement. Especially due to the development of statistical machine learning and artificial intelligence theory and practice in the information automatization, intelligent monitoring is becoming the important development guidance of video monitoring system. So the intelligent network video monitoring system research has great theoretical value and practical significance.This article brings up a framework of surveillance system based on the summary and analysis of the present intelligence surveillance research situation of domestic and foreign. Take the B/S (browser/server) structure to design the system; the video monitoring is divided into video acquisition module, image-video information processing module and the client module, three main parts. Using camera to capture the video (information) to the server terminal and display are the main work of video acquisition part; Image video information processing-the core of the system, need to detect whether the frame with illegal enter, compression storage and remote real-time transmission video information; the client module mainly complete customer remote browser situation monitoring and accomplish some interaction. In this system the database stores and user access restrictions also involves.Video-image automatic processing reflects intelligence which is the attention of intelligent video surveillance system. Therefore, this system emphasizes the point of video motion detection with warning information. Analysis of the common motion detection algorithm and experimental observation are practical effect; there are some analysis and comparison test for video decoding format; Network real-time transmission mainly introduces RTP/RTCP protocol and effective client accept the implementation; System function for illustration coming in the end.This system is supported by the visual library OpenCV and MS-DirectShow SDK, which supplementary video capture and image processing work respective. The client using ActiveX plug-ins, embedded with Dialog, combined with HTML web pages will be as an object insert into the web page, then the client deployed on the server side by Tomact when users input the server URL through browser can be downloaded on interactive browse. The complete work is applied under the MFC framework by VC++, Auxiliary library:open source JRTPLIB library used for RTP transmission and a H.263resource in the process of image transmission h.263compression and decompression...
