With the rapid technical development, the modernization of our country's railway is reinforced, in particular, guaranteeing the safety of railway and enhancing the capacity of single-track railway traffic. Axle-count Devices are used to perform real-time check of the status of railway sections, which are occupied or not. The operational principles are based on the computation result using the axle-count information in the section. But, the statistical equipment has many questions, in aspects as well as the environment and Antijamming, multi-spot operational performance, application cost, based on the safety, so it is significant that one kind of multi-spot axis system design is proposed with reliability that suits our country's condition.In this paper, the demand analysis and each basic function of system is studied. Because the margin of safety is low in the single plane, but the reliability may obtain the safeguard in the fault-tolerant system, so the brand-new system structure is designed from the redundant structure. Bi-control Axle-counter System is proposed that it is one kind of redundancy system of 1+1 work and the multi-edition programming.And the work flow of fault-tolerant system is introduced.The hardware design of system is proposed. Firstly, the security of different hardware is designed, and the hardware plan is proposed. Two sets of main engine system disposition is same, and each wrap has oneself independent main engine control panel, the actuation board, the gathering board, and two sets of systematic output relays pick the parallel way connection. When the system indicats taking or the free time, two set of system relay output way is conjunction and disjunction logic, and realizes the system redundant reliability.The system software is designed and developed. The security of different sofeware is designed. Operating system is selected based on DIMM-PC. This paper designs the structure of the system, details system development process and implements the multi-point axis system to enhance the practicalityFinally, system is analyzed on reliability simultaneously and test. A large amount of application data is obtained in Jing-Guang Railroad Route and the actual data used to conduct a feasibility analysis on the system. By analyzing the actual data, the results of the train axis of error-free and the good application has been now reached. With the group continued to be refined, the reliability and practicality axle will further improve.
