In 21st century, people will really appreciate the convenience of Intelligent Transportation System. Compared with the traditional transport system, Intelligent Transportation System is an advanced integrated management of integrated regional transport system. In this system, managers can keep monitoring vehicles and roads. The vehicle License Plate Automatic Recognition technology is the core of intelligent transportation systems. It is one of the very important scientific research projects attache great importance to the transport sector.License plate recognition is the combination of digital image processing, computer vision, pattern recognition technology and other subjects. In traffic regulation and control it occupies an extremely important position. It has become a research focus and hot spot in the field of modern traffic engineering. The technology is widely used, such as Electronic Toll Collection. Obviously, regardless of speed or accuracy, the license plate recognition has been the mature technology currently. However, the construction of hardware and software around this technology has been difficult to keep up, it has become a major bottleneck in many applications. So in the dissertation, automatically capture system with the S3C2440 processor hardware platform and embedded Linux-embedded operating system had been designed and achieved. I provides a practical and cost-effective license plate recognition solutions.In this dissertation the video monitoring system development status and trends was firstly explored. After showing the overall architecture of the system design, I analyzed the hardware design. This system uses a Samsung company's S3C2440 as the embedded processors, with the peripheral hardware circuit as the basic hardware. Mainly includes three parts, processor and memory, power clock reset circuit, peripheral interface circuit.After the detailed designment of each part of the hardware, detailed descripted the construction of embedded software platform, including how to transplant Linux operating system, camera video capture through USB interface based on Embedded Linux, the transplantation of H.264 video compression library, the preparation of the video transfer program and the designment of license plate recognition. In order to enhance real-time, reduce the loss of the original frame, this dissertation uses the program of multi-threaded coding scheme and Multi-buffer alternate capture. Then it is a better solution for synchronization of image acquisition and of video coding.
