As the telecommunication and computer network technologies develop, a variety of communication applications extensively get deep into our life and work, and become an integral part of them. Especially in response to earthquakes, floods, terrorist attacks and other unexpected emergencies, the communications play a very important and irreplaceable role. However, in recent years, people become more and more aware that the traditional means of communication can not satisfy the fundamental needs in response to emergencies, such as reliability, real-time, mobility, high resistance to damage and so on. Therefore, it is eager to see an emergency communication system with above-mentioned characteristics.In this paper, we sum up a project of building an emergency communication system, which uses the network of data services as the basic of design and implementation. With the realization of routing, roaming, backup and intercommunication between different systems, it meets the above-mentioned demand to a certain extent. The author participated in the design and implementation of some functional components, such as routing, broadcast, gateway and backup. In the implementation, some advanced technologies were used, such as Java Web Start, BerkeleyDB, Hibernate and MSS. This paper summarizes these technologies, demonstrates the advantages and application prospects of these technologies, describes the process of design and implementation, analyzes the deficiencies of the system and finally gives some methods to improve.
