Emergency communication relies on the e-government network,by using the national public communication network and the public emergency communication network to meet the demand of Government Command Department's image transmission,video conference and command dispatch.Emergency communication needs to face sudden or uncertain situation.In the case of an emergency,that a large area of basic communication network is severely damaged and is difficult to recover in a short time.It's essential and signality to allocate reasonable communication resources to ensure the effective and unimpeded communication of emergency command agencies at all levels to ensure the property and life safety of the disaster area people.This thesis first summarizes the emergency communication system and network mode,through the research about the present situation of emergency communication command platform in YunNan province,put forward the design and construction scheme of network real-time monitoring system of YunNan province,to meet the real-time monitoring system has the function of contingency plans in the associated response,Further put forward the design extreme emergency communication support plans for the geological disaster situation in YunNan province,in the final analysis summarizes the shortage of the existing emergency communication technology in YunNan province and send a technical emergency communication vision for the future.
