The arrival of 3G age indicates the development of mobile communication into broadband and multimedia based, and rich media business which has been successful on the Internet is urgently needed by users to be transplanted to the mobile network. SVG (Scalable Vector Graphic) is a vector graphics format with open standard. Because of its arbitrary zoom, text independent, smaller file size, super interactive and other unique advantages, it is suitable for the services which is provided by high-latency and low bandwidth wireless network. In MPEG's new standard--LASeR (Lightweight Application Scene Representation) which makes for mobile rich media, SVG is used for scene representation. First of all, this paper analyzes the SVG standard's features and advantages. Then, it introduces the SVG Development Kit~BATIK and described the relationship among the three component modules of BATIK and the respective roles of them. The paper provides the design and realizes of a complete rich media interactive system, which uses XML and JavaScript to render SVG scenes and realizes the dynamic interaction, and through composing browser by using java, it realizes the analysis of the markup language and script.H.264/AVC, which has outstanding compress performance and strong robustness, is a new video compress standard issued by the joint video team (JVT) consisting of the members of MPEG and the ITU's Video Coding Experts Group. It is very suitable for network transmission. In this paper, new error concealment for whole frame algorithm is implemented, which is based on the new feature of H.264. The algorithm uses rational function interpolation to generate complex vector field to reconstruct the lost frame vector field, and effective treatment of the overlapping areas and shelter areas, and finally using the Forward projection and down-sampling to reconstructed image. The results of experiment show that the algorithm can carry out error concealment for whole frame, and the objective quality can be better.
