The rapid development of the Information Technology has resulted in comprehensive impact on the informationization construction of basic health inspection. It not only brings in the revolution of technichal means, but also yields a profound impact on the management of the health inspection departments. The health inspection and management system can provides an effective integration, analysis and rapid report of the mass information data resulted from the health inspection and lead to the sharing of health inspection data, which can further guarantee the macro- management and scientific decision-making of health inspection and promote the effective, rapid and continuous development of health inspection. The Web based health inspection and management system will substitue the traditional C/S based management system, which can cover the management processes in all levels with good flexibility. In the meantime, the Web based health inspection and management system can save a lot of human and material resources, improve the labor productivity and realize the sacientification, standardization, network and automation of health inspection and management and make the health inspection and management meet the requirement of safety and stability. Therefore, the research and development of the Web based health inspection and management system is much valuable in practice.In this paper, we have firstly introduced the historic development of health insepction and the background of the health inspection and management system. Based on the analysis of the current status and related technology for system development and by a detail study on the various functions of the basic health inspection, we have planned the total function requirements of the health inspection and management system, and then the systemmatic function model is proposed and a health inspection and management system with the functions of unified user management, unified user rights management, license management, daily management and system management is designed.The main contribution of this paper is as follows: (1) The use of UML in the design of system functions. In the analysis and design of the subsystem of the licence management, based on the practical use of the health inspection and management system, we have employed the UML to analysze and construct the model of system functions. (2) We have analyzed the application of the role of authority in the health inspection and management system and realized the thecontrol model of multi- constraint based on roles. By reaonbale distribution and control of the role authority, we can improve the practicality and safety of the system. (3) The design and development of the sixe function modules of the system is completed, which include the subsystems of licence management, daily management, internal management in the authority, personal settings and system management. (4) Based on the overall structural design of the database, we have introduced the methods and technology of the optimization of database performance. (5) The ideas and methods of software engineering are incorporated in all of the development process of the health inspection and management system. We have also used some mature software technology in software engineering, such as the B/S frame, XML and .NET technologies.The system consided in this paper has sucessfully used in the authority of basic health inspection in Yuzhong district in Chongqing, which has been well recognized and commented by the users.
