Workflow technology is widely used in modern office, production, manufacturing and other fields. It has become the fastest developing new technology in the computer field recent years and a research hotspot in the IT field now. Workflow Management System(WfMS) is the tool and platform for developing and implementing workflow. However, the existing workflow management systems have such problems as low flexibility, low interoperability and low capacity of dynamic handling. Therefore the development and application of Workflow technology is greatly limited.The development, the existing disadvantage and weaknesses of Workflow management system are studied comprehensively in this thesis . The Rulebase and the expert system are introduced into the WfMS. By using the inference engine based on rule to drive the workflow and the flexibility of rules-driven mode, rigidity problem of the workflow processes customization has been improve. Firstly, a rule-based and workflow-based management information system model for oil transformer regular overhauling supporting dynamic change of flow processes is constructed in this thesis. The flexible Workflow model includes Process Model, Organization Model, Resource Model, Rulebase Model and the formal definition The workflow operation Mode driven by rules is analyzed in the model. Then the matching number of Rete Matching Network is reduced and the efficiency of inference engine is improved in the model by adding the weight to the Rete matching network and adjusting the matching sequence of facts. Finally through the combination of management information system mode based on rule and the actual project , and through the development of the actual project, the model is verified in this thesis. The dynamic modification of the workflow process and exception handling capacity of the workflow system have been improved and reflected.The flexibility and intelligence of the workflow system is greatly improved by applying knowledge inference based on the Rulebase to WfMS in the paper. The model proposed in this thesis has certain theoretical and applicable value in building the WfMS with adaptability and intelligence.
