Along with global climate change, increasingly importance has been attached to the loss that meso-microscale disaster weather brings to nations, people's lives and property. Because of severely inadequate time-space density and bad representation, The original weather observation system of Hunan province combines together with administration can't observe meso-microscale disaster weather effectively.To resolve this problem,it is urgent to build up the automatic weather disaster observation station net application system with high time-space density.This paper introduces three key technologies in subject in detail: the networking of GPRS, reserving of database, and the geography information of the MapXTreme2004 system. On this basis it analyzes and introduces the system requirements and the realized function modules thoroughly.First, it analyzes the total requirement and the function of automatic weather disaster observation station net in Hunan, establishes three aspects of main function requirement, which contains disposing information into database, searching data for statistics analysis, and automatic alarm. Furthermore, it discusses the GPRS networking formal program, networking structure and total structure frame of this systemSecond, it discusses the table structure of the database and the optimum design in Storage Process according to the design ideas of database in this system, and it also introduces how to access the database and reserve data under the environment of ADO.NET.Then this paper introduces the main part—design and realization of the WEB application system, analyzes system structure of the WEB application system, introduces the difficulty in partly realizing WEB and representing the function—area diagram of rain fall and Doppler radar Map—in detail, and to achieve the use of automatic monitoring stations network of regional information and change detection method quantitative estimate of precipitation radar calibration algorithm, the last of a simple demonstration to the main operation module.In the end, this paper introduces the application effects of the system, including the improving of weather disaster observation ability, weather disaster warning pertinence and veracity, the important basic functions of other meteorological operation service, etc..
