The Ministry of Education specially emphases that we need to promote the information of education vigorously, making an effort to achieve education development by leaps and bounds, and point out that it was an important channel that information of education was the essential foundation to promote national information strategy, using information technology to stimulate the modernization of education from a high degree of the implementation of our country "through science and education" strategy.The Management Information System for the Department of Postgraduate Affairs which is described by the paper uses J2EE Architecture for the technology platform, RUP with Characteristics of Agile Development as the method of software development, Unified Modeling Language as analysis and design description language, using the thought of RBAC to achieve the user's rights management, using UIMS as the development of interface language to develop the interface of client and web of the Department of Postgraduate Affairs, using the design of workflow technology to control the process of leave management module and excellent scholarship management module.In the part of system demand ,using picture of usercase to describe the relationship between the objects in order to make the functional System demand. In the part of design, dividing into five parts of overall system architecture design, system operations module design, system security design, system interface design and database design, make the detailed design of the system by the icons like Class diagram, timing diagram, sequence diagram and so on. In the part of implementation, overall Section describes the overall implementation of system and detailed part describes the Details of implementation include Function implementation of key module and Interface implementation which uses UIMS. The use of Role-Based Access Control RBAC thought to manage the user's authority not only ensured the safety of information systems, but also take into account the flexibility of the rights management, Simplifying the user's rights management and reduce the cost of the system. Making leave management module and excellent scholarship module use of workflow system technology in order to make the system more flexible, reducing the staff strength, improving work efficiency, a more reasonable distribution of resources within the organization.
