Design And Implementation Of E-government System For Food And Drug Administration

The basic aim of the construction of E-government is to establish an online new society. The government, as to all its policies, regulations and methods of administrative behaviors except secret-matters related to national defense, diplomacy, state security regulated by laws, shall disclose them to the public to a bare minimum, carry out administration management of the whole society via the Internet and provide administration and information service system for the whole society at the same time. As to the informationization construction on the administration departments of food, health products, cosmetics and drugs which are close related to the people's daily life, the governments shall integrate internal information resources and provide cooperative management for affairs between governments at a higher level and a lower level and governments at the same level through internal corporative work; share the internal resources and provide online overall data services for the public by integrating resources.The E-government system for food and drug administration, which is the object studied in the paper, is developed based on forgoing background. This paper analyzes the background of the E-government system and current research in China and briefly elaborates the main problems needed to be solved in order to realize the system; on this basis, the paper puts forward the concept and model of the E-government system for food and drug administration. The whole system is established based on centralized deployment and logic implementation of each unit's management platform, builds unified application platform in the food and drug administration at the same level, generates internal work platform, information publication platform and inside-outside network portals for the departments at the same level and lower level in the system based on this platform, and realizes data exchange such as documents, publications and information between departments at a higher level and a lower level through document exchange platform.This paper has made deep and overall analysis of the design and realization of the E-government system. This system, in the process of its test and trial use, makes it possible for the influent and high-speed operation of unit information, realizes expected objects of each aspect and establishes a efficient corporative working environment.
