The accurate statistical information is very essential to a county, a city or even a country. According to the actual situation that statistical information needed to be collected by hand, we design and implement an information exchange platform- a county level statistical information exchange platform whose structure is a combination of c/s and b/s. The platform can use the limited resources efficiently, enhance government's administration efficiency, and provide the public with more timely and accurate information. After the system is put into practice, the user can share their information and call for functions through the network. The design and implementation of the system can not only make our city's statistical information more standardized, but also more timely and convenient.In this paper, we first analyze development background of the system, address the main problems that should be solved, then we briefly introduce the technique and the main contributions. In the system's design, we are strictly according to UML. As to system requirement, we utilize the use case and activity diagram to present the user's requirements. As to the system architecture, we utilize logic diagram and network diagram. As to design in detail, we utilize class diagram to express the system static structure and state diagram to express the system dynamic structure. In the implementation of the system, we utilize PowerBuilder 9.0 and SQL Server 2000.This paper mainly focuses on how to develop and implement the statistical information exchange platform. This platform can not only release and modify information, query, and search and print all information, but also can meet the needs that extend the system independently in the departments. The system modules include: permission management, major management and data processing, each module contains a number of different sub-modules used to achieve different functions. The platform can freely publish, modify, query, and adjust information. So we can improve working efficiency. With the development of the society, the system will upgrade to meet new requirements.
