The development of teaching management continued to towards the direction of theinformation and digitization. With the constant expand the scale of various colleges, theset up of professionals is more abundant and diversification, the information systems ofthe university are improving constantly. A lot of colleges from academic year systemchange to the credit system, and provided more freedom of course selection spaces to thestudents. In order to strengthen the overall quality of students, how to make full use of allavailable resources of the school and realize the scientific, networking and user-friendly ofstudents’ course election, as well as all aspects of the school about teaching andmanagement are reformed for effective, is the focus of educational administration.After serious research, analysis, and the compared with elective system of majorcollege, designed and implemented student elective system which based on B/S. Thesystem module is constructed based on UML, to analyze the flowchart and the use casediagram of events according to the different aspects of this system. According to thecharacteristics of the system in different functional modules, the elective system is dividedinto three modules which include the user management module, student module, andeducational management module. The design process of the elective system is expoundedamply, the forms design and logic design of the database are applied, and the format ofdata is standardized. In order to improve the efficiency and to ensure the fairness, thealgorithm of ballot is adopted.Student elective system can greatly reducing the workload of the educationalmanagement workers and improving the quality of teaching management services, and toachieve the standardization and vitrification of the processes of the course selection, tomeet the various needs of teachers, students and administrators. Universities use theresults of this system, the students can enjoy all value-added services expect the courseselection, enhance students’ motivation to learn. But also the efficiency of educationalmanagement is improved greatly, the large number of human input about the educationaladministration is reduced, and the situation of heavy tasks about school management isimproved perfectly.
