With the development of the computer technology, network technology and mobile communication technology, mobile GIS has been one of the most important development directions in GIS domain. Meanwhile, cell phones, including smart phones and PDAs, are common communication tools in nowadays. To provide geographical information using cell phones as the carrier, can greatly simplify the process in getting the information in need.Mobile SVG is an open standards defined to be applied in the mobile devices with small screens and lower performance. It describes the graphic contents using a textual descriptive language, and can be used to organize and restore the map data.In this paper, we build a model to organize and restore map data using svg documents, referring to the Mobile SVG profiles. And based on this, with the help of related J2ME developing package, especial the JSR-226 , which supporting the analyze and operation with svg documents, we discuss the key technology on how to carry out most of the Mobile GIS functions in cell phones. Meanwhile, the development practice is also carried on.The principal content of this paper is as follows:In chapter one, the concept and features of Mobile GIS is firstly given, and then the research status, especial the ones using cell phones to provide geographical information services. Also, the categories and development technology of current Mobile GIS is introduced;In chapter two, we propose the design of the functions and the technical framework of a mobile GIS, which is based on Mobile SVG and developed using J2ME.The technical method to implement the functions and some key codes and running screens are also given;In chapter three, the paper has focused on the instruction of the key technologies, including its theoretical basis and the implementation methods.In chapter four, it summarizes the advantages and disadvantages of the Mobile GIS client implemented in this way, and give prospect to its further application use.
