With the development of the next generation network, the key of the development of telecommunications and information services is to realize the services' integration and unity. So the next generation service platform which transfers form fixed intelligent service platform to integration-oriented service platform will has the ability of providing more one-up services to users. The support and management system, as an indispensable part of the integration-oriented service platform,carries out management functions on devices, networks, services and users, which will meet the need of the next generation network, to satisfy the creative , quickly providing services and high-quality and personalized customer service.This paper focuses on the problem in the support and management system, such as difficult to expand and dull in the function and lack of autonomy. Referring to the standard of TMN about network management function, information architecture and ontology concept, we do in-depth study on how to improve the integration, distribution, intelligent of management system. First of all, this thesis gives an overview of the integration-oriented and the functional requirements of the management system. Then, the thesis adopts object oriented design pattern to build the mangment information model and the distributed management framework to achieve the independency of the management system .At last, we put forward a network fault management based on semantic web service model which applies to the intelligent network fault management..Based on the above research, the design and implementation of sytem is based on J2EE framework combined revenue tools like Webwork, Spring by describing the design and implementation of the three layers in detail. Finally, this thesis gives an evaluation of system by a lot of function and performance tests.
