With rapid development of telecom in China, the competition among service providers is becoming more intensely. Many companies is closed or facing the problem that they are going to be closed for fierce competition. However, mainly, it is not due to hard power of companies, but due to soft power of companies, namely, management problem. The market environment is more and more fierce, there is so need to develop a CRM system to improve relationship with customers and customer satisfaction, get more information of customers and bigger market share, and build more effective business flow. Customer Care system is brought up based on this context.This thesis mainly discussed about mail module and customer information management module. In the mail module, functions like user identification, mail sent and received, communication book and so on was implemented. What is more, administrator can manage user and system settings. In the customer information management module, query and updating function on customer basic info was implemented, the same as subscribed services. It also can add new customers, bilateral policy and services.In the first 2 chapters, it mainly introduces task and background of the topic and the structure of this thesis is also simply amplified and the same as J2EE development technic and B/S hierarchical architecture. In chapter 3, it tells us what OFBiz is and what characteristic OFBiz has. Moreover, many modules such as entity engine, service engine and some others are discussed. Then, it talks about analysis and design of CC&B system in the chapter 4.At first, the target which this system should carry out is introduced and the same as desire on function, characteristic of system. Also it explains the architecture about function. Second, it provides requirement for kinds of function. At last, analysis and design of database is represented. In chapter 5, mail module of CC&B is discussed in detail. The content which is represented in this chapter is composed of user login module, user register module, sending mail module and so on. Meanwhile, it shows design about customer info management module in detail. And some pictures are listed to show results which mail module achieved.
