China's telecom industry has broken the monopoly situation since the competition was introduced in the market. All telecommunications operators have established their own telcom networks. Communication between users of different companies often have to go through two telecom networks. Interconnection between telecom networks gradually become to the hot spots related of majority telecommunications users and Corporate self-interest.This paper analyzes China's problems of interconnection between telecom networks, proposed the establishment of a network monitoring system. Solve problems of interconnection and clearing between telecom networks from a technical point of view. In this paper, requirement analysis, preliminary design and detailed design for interconnection monitor system were actualized by software engineering methods.According to the Ministry of Information Industry's requirements, this article initially set the monitoring system of hierarchy: data acquisition layer, data processing layer and data application layer. This paper analysised the requirement of the monitor system,put forward the seven main functions: system should have configuration management function; should have generate the CDR and statistical functions; MTP layer should have the data statistics function; ISUP / TUP layer should have the statistical analysis functions; the monitor system should provide four external interface; system should have the security of demand; system should have self-management function. In accordance with the the results of requirement analysis of this paper, we designed the monitoring system architecture, and completed the module's functions, analysised of the system's modular input and output, designed the interface between the modules. In the detailed design, this paper calculate the specific hardware requirements, designed the methods of physical connection and time synchronization between the various entities. We completed the local area network design, and designed the CDR, MTP layer, ISUP / TUP layer's statistical data and detailed data format specification.The design and operation of the interconnection monitoring system provide a strong technical tools for the supervision of telecommunications industry, and has played a prominent role.
