In recent years, the way of the third-party payment developed very fast and began to be familiar to people and be accepted. Because of the widely use of the cell phone and the developing of the cell phone's performance, and at the same time, credit card is more and more popular, mobile payment that people bind their credit cards with the cell phone numbers to pay for goods has attracted more and more people. But in china, mobile payment is a new business and has many problems to be solved. During the period of 3G, mobile payment will develop very well.In this background, the paper introduces the concept of the mobile payment, the trend in home and abroad and connects the concept of the mobile payment and the third-party payment and optimizes the mobile payment's process. Meanwhile, this paper analyzes the advantage of the new process and the current market demand for the platform and the role of the users. This platform is an open, modular, standards-based platform. It provides communications capability with ISMG (Internet Short Message Gateway), BOSS (Business & Operation Support System), WAP (Wireless Application Protocol) Gateway, Bank and other functional entities and also deals the services safely and stably. So the platform will be good for users and merchants.Then the functions of the platform and the model of the new payment process are analyzed. Subsequently, the whole system design is introduced, including the physical network, the system function structure, the system main frame and typical operating flow. And this paper introduces the communication between the platform and other platform and the communication in the modules of the platform. And then the basic mechanism including safe mechanism, service control mechanism and the message mechanism is analyzed.Subsequently, the massage mechanism, the modules for services, transaction, and communication are presented in detail as a core function module example in the system. Firstly, the message mechanism is introduced and the general message for inner modules communications is designed. And the functions and locations of the modules for services, transaction, and communication are analyzed, and the design of the account is introduces. The modules' detail design is introduced, including the system function structure, the modules' software structure. Then, the service flowchart as well as the class design is described. And the message mechanism and the service control mechanism are introduced in detail. The paper also exhibits the way that the FSM (Finite State Machine) deal messages through some typical flowchart.In the end, the functions which need to be further explored as well as the prospects of the third-party mobile payment platform in the future are discussed.
