With the development of Mobile Internet technology and electronic commerce technology, the Pattern of Online to Offline (020) is penetrating into people’s lives. The key process of 020 is purchasing goods and services online and consuming them offline. The process of consumption contains several problems such as the payment, verification and management of the indent, especially when more and more communication mode has been used in mobile payment. So providing a set of general 020 trading service platform has profound practical significance and practical value.This paper first combines the existing communication technology and 020 electricity business process, with the system requirements analysis and positioning, and provides some problems to be solved. On the base of it, we designed the overall architecture of the system for detail.Then this paper takes view of the present mobile payment communication mode and studies a general communication access standard, using it as the basis of the access way for the third party communication. This platform defines the four life cycles for the mode which will be accessed to system, including initialization, process, stop and destruction, and the main work of each life cycle. Refer to the standard, we design and develop a framework for the convenient management access to the third party communication module, meanwhile implement the function of security and auxiliary communication in the process offline payment. Based on the access module, this paper has designed and finished an 020 trading platform prototype system which dealing with the whole problems of business logic and security problems during the process of transaction.At last, we demonstrate the use of this system by accessing a QR code communication module to the system, which prove the availability of the platform. Through the study of the performance test of the service platform, we prove the availability of high concurrent environment.
