Along with the rapid advance in science and technology, particularly in the area of microelectronics, computer and networking technology, building network measurement and control system based on virtual instruments is becoming the main trend in future of virtual instruments and measurement and control technology. Such a technical tendency requires a common software structure: when address a network based test or control application, is capable of issuing a command through an authorized user from anywhere across the network and capturing data from the remote site; In such systems, all data are pooled to the system database and shared among the users depending on the configuration policy.This thesis, focusing on the functional requirements of the measurement and control system, illustrates the designing and implementation of logic connections of the embedded video and voice devices to the system. It provides technological supports for remote access and transmission of the video and audio monitoring information within a measurement and control system. The video equipment designed includes three parts: the capturing of video clips, video data compression and video data transmission via network. JPEG compression technology is used which greatly improves the efficiency of video data transmission. The voice monitoring part designed implements the software for remote controllable voice data acquisition and transmission. Both video and voice monitoring work are implemented on an ARM based monitoring equipment.Finally the two sets of equipment are integrated into the designed system and being tested through a local area network. The system adds the device drivers for new equipment as interface to hardware used by an application server. In the meantime an application database is setup to facilitate the data management and sharing among authorized users. The results show that the video and voice monitoring equipments are as well-functioning as desired, which would lay a foundation to achieve a real-time remote network monitoring system.
