MP3 player has traits of small size, good sound quality, low power, highly portable, etc. But it can not play video. The purpose of this paper is that combining simple MP3 compression algorithm with video compression algorithm JPEG to achieve playering a clear, small video film with simple algorithm.Firstly, a simple review of the development of audio and video technology was made, and the feasibility of MP3 & motion JPEG video MP3 was shown in this paper. Principles and characteristics of the MP3 and JPEG of were studied. Two decoding algorithms for MP3 and JPEG were researched, simulated and implemented on the PC. And they were implemented on DSP platform after converting to this DSP code.Secondly, different scaling algorithms were compared and researched because the inconsistency of sources for JPEG image-size, the results of three scaling algorithms were presented. The right balance was made in terms of image quality and the computing complexity. The combination of MP3 with motion JPEG was studied and realized and its format was defined.Thirdly, according to the principle of JPEG, and the characteristics of each JPEG frame with N block, the idea of JPEG decoding block stream was proposed. Two algorithms were synthesized. Motion JPEG can achieve good audio and video synchronization through cross decoding and determining accurate decoding order. In the decoding process, the adoption of the corresponding frame number and discarding of decoding data achieved to fast forward fast retreat and return to the state of synchronization after fast forward fast retreat.Finally, the DSP simulation results were given. And some codes with large MIPS consumption have been optimized according to instruction report. Further optimization direction was pointed out in this paper.
