As China's high-speed railway development, GSM-R is becoming the main communication system for high-speed railway. In the same way, high-speed railway requires high safety and reliability for communication. To take rapid and effective methods of network optimization to improve network performance and service quality has become the focus concerns of railway communication. Because of lack of smart tools for network optimization, the GSM-R network optimization must rely on the many of experienced engineers to solve the network problems. As a result, current network optimization is in low efficiency. And the tool for network optimization often works for certain specific areas, can not be integrated into a unified system. Combining artificial intelligence and GSM-R network optimization technology is of great significance for producing an intelligent network optimization tool. Expert system is the general trend of technological development for GSM-R network optimization. Expert system is a branch of artificial intelligence,which is widely used in projects. The system constructs knowledge base of wireless, uses effective reasoning mechanism and combines today's hottest network optimization technology of GIS to solve handover issuers of GSM-R network, to provide appropriate recommendations for staffs. There are no related systems in current GSM-R network, so it is a new field to research Expert system in GSM-R.This article refers structure of expert system of GSM network optimization to design and develop GSM-R handoff optimization expert system on the platform of VC tools, and gives detailed process of each function module of system. System designs some methods of handover optimization,and combines with the current GSM-R signaling interface monitor system, Google Earth, strength tests. At last the avaliability and Reliability of the system are tested in the paper.
