This topic came from the national "Eleventh Five-Year" key scientific and technological support program project "rural living standards for energy use planning and policy research", through five climatic zones in China under the 543 typical in rural areas, the energy structure and the use of field survey and can be the status quo related data collection, and on this basis to create a set of suitable to China's new rural energy planning system. The topic focused on solving China's new rural energy planning process of research, there has been a long time coverage of the survey is small, the findings not detailed and accurate research results leading to inaccurate, false issues, on the one hand it filled a new energy-use planning research gaps, in order to promote China's rural energy and scientific development of information technology plays an important role; the other hand, the new rural energy-use planning system in the relevant departments will promote the use of a new energy policy for the future of rural development to provide important technical support and decision-making.After the analysis and summery of the theory and technical research of new energy in rural area, this paper achieves rural new energy GIS system based on B/S structure using Microsoft's .NET as the development platform and C# as the programming language.Paper first start from the system's overall design of the program, an overview of the system's design goals and the need to achieve the function, followed by introduction of the Google Earth and KML related to some of the basic concepts and principles of secondary development of Google API and implementation methods, and then from the system The data conversion technology and different resolutions Google Maps quick display algorithm for two aspects of the system in detail and in-depth analysis, and finally gives the system implementation and the results show.From the perspective of system development and design, with the energy statistics and planning program as the core of process and analysis module, this system builds up a solid document management and functional module on GUI display using the key technology such as KML and Web-GIS, which eventually enable the display of the energy information on Google Earth and Google Maps. Besides, a test case has been used to test of the system's main module preliminarily. Result indicates that the system realizes the function of energy statistics and planning effectively, with a good interactive and convenient performance.
