With the development of multimedia and communication technology, simple media service can not satisfy people's need in the communication times. People hope that they can see each other when they talk by telephone. Video telephone is a point-to-point video communication platform; it can transfer each video and audio signal real time. With the development of communication operation and people's increased need of multimedia technology, video telephone will be the new consume hotspot in communication domain.During the past 20 years, DSP has broader application in the field of communication for the reasons that it fits more complicated digital signal processing than MCU, and it can execute more complex algorithm with the lower costs.The thesis introduces the general design solution and the specific hardware and software design work of the system. The main problem such as audio and video signal collecting and coding is discussed in detail. First, thesis introduces the general design scheme and main performance guide, then choose appropriate DSP to be the CPU of the system. Then choose the appropriate periphery chip and design periphery interface circuit. The forth chapter analysis the element of H.324 protocol group and implement arithmetic of some core protocol. Because of author's ability and workload restrict, the fifth chapter only implement the audio code-decode protocol G723.1 and video code-decode protocol H.263 in the H.324 protocol group. At last, thesis summarizes the complement work and gives expectation.
