Based On The H.261 Video Codec And Control Strategies

In this paper, the image encoding and decoding based on H.261 agreement of CCITT is studied. In detail it describes the fundamental theory and concrete method of picture encoding, as well as it's application and development trend. By tracing the new technology of image compressing, a kind of scheme for implementing image compress system is given. It emphasizs the feasibility and advancement, in addition, a kind of effective quantifying policy is brought forward. By using the scheme, the data quantity of recording can be increased greatly. Finally we give hardware and software implementation of the system. By comminucating with PC , the system have accomplishes the monitoring storaging retrearing and playing back of image-data in realtime.The result of test show that the method is feasible and has a good effect.
