As information technology advances, a wave of progressive reform is coming in the television industry. Traditional analog TV reception mode becomes a nationwide large-scale conversion to digital TV. The result of the conversion is not only to upgrade the underlying technology, but also to achieve the business layer as well as the overall change in the concept of layers. So in order to meet the final arrival of the new digital TV mode, from the management perspective, with a complete management system for the operator support the smooth operation of the new model is particularly important.Digital TV will lead the growing development trend of the audience with the right to control watching on the program content. If this problem can not be fundamentally resolved, digital television is relatively traditional analog TV, the only technical change, unlikely to bring substantial revolution in the media. Based on this understanding, digital television should be to provide users with interactive exchange-based forms and to pursue the concept of personalized service. In the course of interaction, users can experience a whole new audience to feel the fun and set in one to choose. This interaction, as in the current Internet more popular, with the characteristics of the concept of Web 2.0 applications, maximizes the release of the user's subjective thinking. Thus, the concept of Web 2.0 and related technical support applied to the new mode of operation and management of digital television as digital television operators to build management system.The main features of new digital TV business model are to achieve a two-way interactive television as well as customized personalized TV. This new business model meets the demand of user for choosing television programs, allows the spread of the concept of digital television to be further upgraded, and finally reflects the people-centered thinking of new media.Combination of digital television features of the new business model, this paper focuses on the digital TV at home and abroad of the status and development trend. It shares a common characteristic of the use of its modern network in the very popular, relatively mature technology and support the concept of Web2.0, management information system thinking, "One-stop" concept of the registry, as well as the integration of technology in the digital television middleware application, etc. Finally, it developed a set of guiding the future management of digital TV operation and management system and completed a systematic analysis, design and implementation of program planning. At the end of the paper, it discusses the meaning and value of the management system for digital TV operators and the future research needs to be further.
