Video surveillance system is an important role in security systems, has been widely used in national defense, transportation and energy industry, as well as various areas of daily life. In a general way, video surveillance systems are Internet-based collection of fixed-point, the shortcomings of this approach is that in case of emergency, it can't gather the regional information images and sound at the place that not installed monitoring device. Embedded systems by virtue of its small size, low cost, small power consumption, high stability and environmental adaptability of the characteristics, has been used widely in industry and daily life in various fields, with the large number of excellent hardware for MPEG-4 processing chip solution available, embedded video monitoring system has also become the mainstream of the current monitoring system monitoring tools.In order to compensate for the way fixed-point blind spot of collection, many research institutions are studying how to use the wireless transmission means for transmitting high-definition video signals. Acquisition and transfer of fixed points in different ways, in the use of wireless transmission, the system will be introduced to so many issues, for example, wireless channel security, video transmission method, media stream relay, embedded control of mobile devices and so on. The main reason for the introduction of these issues is: Embedded monitoring equipment to carry out its own video stream transmission and wireless channel bandwidth is very limited. This monitoring circumstances for embedded is a very demanding requirements for software design.The meaning of researching Mobile Video Surveillance System is to protect the provision of equipment to combat crime and maintain public order in case of emergency a fast and flexible deployment of monitoring and command system. In this paper, through analysis and design, implements a mobile video surveillance system of the important software platform - Mobile Video Surveillance System configuration management platform, which can configurations and management of monitoring equipments in a number of mobile video surveillance node. In project, actively to the field of software engineering methods and design concepts used in embedded field, which draws on the demand for analytical methods, hierarchical design thinking, SOA service-oriented architecture and software development style of the testing methods. And in practice the use of a wide range of software technologies such as CGI, Linux Socket Programming, Windows Socket Programming, JavaScript, and AJAX, realize the platform in a portable, scalable and better able to adapt to the environment of wireless video surveillance configuration management web site, as well as design and implementation of the "mobile agent" agent services and streaming media transponder module which support the upper applications running. And finally the project team successfully gained the acceptance.
