New generation video coding stantard-H.264/AVC is proposed by JVT(Joint video Team).H.264 can get a higher coding efficiency than Mpeg-4,especially when it is in low bit rate situation.It is fit to the use of low bindwidth situation.To get a higher coding efficiency H.264/AVC used so many high complicate alogrithms that the computation of H.264 is very large.Motion Estimation is one of the most important technical and the most time consuming part of video coding.Improving the efficiency of Motion Estimation would benefit the coding efficiency.In order to get a well balance between searching speed and quality performance,this paper proposed PEOSA(Partation and Evaluation of Search Area)Alogrithm based on studing and researching of predecessors's achievment.Searching of the area where the best Motion Vector would be in is the core idea of the alogrithm.It divided the search area into four part firstly,then evaluated the probability of the best motion vector in every part,and finally searched every part through different search scheme.Experiments was excuted to prove the performance of PEOSA alogrithm and UMHexagons alogrithm by the use of four differernt test sequences.The result of the experiment showed that the PEOSA algorithm save more than 43.84%search time compared with UMHexagons;while the averaging PSNR loss was less than 0.017dB for all tested sequences.The new alogrithm gets a balance between coding speed and video performance.The new search algorithm holds high value in real time coding and decoding.
