The mechanism of the media's self-regulation has been shaped by the political, economic, and societal conditions. Main concepts of ethic codes, including objectivity and social responsibility, were the products of the needs of politics or commerce in the western world. Meanwhile, the performance of press councils and ombudsmen mainly depends on the forces of market and civil society. However, the audience's dissatisfactions to the sensational news have eventually formed a likely conservative reaction attempting to"purify"the media contents. Applying the European Union's concept of"co-regulation,"this paper suggests a new self-regulation mechanism in which the media organizations, journalists, audiences, and the government can participate.
