Research On The Development Of Civil Air Defence Organization And Command Decision Support Systems Based On WebGIS

Civil Air Defence is an important component of national defence, and it is also an important aspect of the national economy and social development. The construction of urban Civil Air Defence is an important content of urban construction. It improves the preparation of war in wartime and improves benefits of economy and society in peacetime.With the development of urban construction, the number of the civil air defence engineering is increasing and the paper, the distribution and situation of the civil air defence engineering is also increasing exponentially. The evacuation of population in emergency is becoming more and more complex. Traditional management information systems still stay in input, query, statistics, printing based on databases. And if is difficult to meet the requirement of the real-time, rapid, visual management and decision-making in wartime. Because the information of civil air defence includes both attributes information and geographic location information, establishing a civil air defence organization and command decision Support systemsbased on geographic location information is becoming an important task of civil air defence management department.Based on population data, professional civil air defence data, comprehensive protection data, plans, the paper establishes civil air defence database and achieves data visualization, dynamic management, the evacuation routes. The paper expatiates demand analysis, objective, design and implementation in detail by taking Minhang District of Shanghai for an example. As a result, a civil air defence organization and command decision support systems based on WebGIS is established.
