Bill Gates once said"Software is Service"and"The Internet will serve for all things in the world."The development of software intends to creat a dynamic and open service environment, integrates and effectively manages all types of services,and provide perfect serice for users[27].Service-Oriented Architecture (SOA) is not a new concept. But it has drawn more and more every walk of life's attention these years. SOA is an application architecture within which all functions are defined as independent services. It presents an approach for building distributed systems that deliver application functionality as services ti either end-user applications or other services in a loose coupled way. This feature provides IT executives a good choice to build more competitive enterprise systems which serve customers better and are more easily to be integrated with other systems Web Service is a successful implementation of SOA which greatly stimulates the popularity of SOA[28].Flexible business process is important to enterprise because it can satisfy customers'changeable requirements and make enterprise more competitive[29]. In SOA, services map to the business functions that are identified during business process analysis. Business process analysis and service definition is a key factor in SOA.Public utilities industry needs to make use of service-oriented architecture (SOA) applications and to reduce the complexity of IT environment, and promote the development of modular business services, and easy integration of these services and reuse[30].This article is based on science and technology research and development of Mambo, " Integrative Public Utilities System (IPUS), based on market-oriented response to the increasing levels of public utilities to enhance the situation of enterprises of public utilities (gas, water, electricity, etc.) to better manage an integrated system and operation[26], which abstract the common parts of some derivatives for the services, practice has proved that service-oriented application development is more flexible and can better meet the needs of users.
