As a large agricultural country, solving the issues of agriculture, farmer, and rural area is a crucial task confronted with Chinese government. Major efforts devoted to the research on the development of agriculture products logistics industry are extremely important to the realization of"agriculture developing, farmers income increasing, and rural areas becoming prosperous". Distribution is an advanced pattern for agriculture products logistics, however, current distribution basis and operation patterns are lagging behind, and problems of inefficient distribution, high cost, and poor information sharing seriously restrict the development of agriculture products logistics. Therefore, studies on distribution of agriculture products in order to achieve scientific decisions and realize sharings of distribution information are key to improving both decision-making and management levels of agriculture products logistics. In this paper, a decision system and information platform for agriculture products distribution were studied grounded on thoughts of building a system. The combination of GIS with DSS, MIS, information technology, distribution models and heuristic algorithms has worked out a highly effective decision system and information platform for agriculture products distribution.As groundwork for the study contents, research and application status on fields of agriculture products distribution both in China and abroad were summarized and several research and development fields were accordingly brought forward. Started from the decision-making models and key algorithms, models targeted on a minimum cost were built based on the analysis of centers location methods applying GIS, and immunity algorithm was studied to work out the optimum centers; Optimization models on vehicle routing problems with time windows were built and the application of tabu search to solve the optimal models was studied. In the course of the system design, an overall analysis and design including thoughts and targets of the design, analysis on the system requirements and developing platforms were carried out firstly in order to establish a system structure. Secondly, designed the system based on the components and their functional orders of DSS. The design of an electronic map mainly included its contents and layers, roads network topology structures were designed as well according to the requirements from spatial analysis; the database application system was designed and developed by working on its concept structure design, logic structure design and physics structure design. Its database management system and ArcSDE management gateway were therefore established. The design of model base system included model base management system, the development and realization of key models and algorithms.Took Jinan district from Fuzhou City as a case study of the system, a spatial database of agriculture products logistics was built. The management information function was realized through the application of Java platform and the decision functions on centers location. Routes optimization was realized by adopting ArcGIS as the secondary development platform and using its spatial analysis function together with the computing programs. Finally, functions of information sharing and dynamic decision-making on agriculture products distribution were realized by a secondary development of ArcIMS under Java Viewer. Initial applications of the system indicated that: the running of the system is stable with high efficiency. Its operation is simple while the running process is visual and its results are accurate. It's a practical system compatible with functions of both decision-making and management for agriculture products logistics distribution optimization.In the future study, decision support function of the system could be improved to better accord with the operation reality of agriculture products distribution by implementing an inventory control module to the system. Besides, technologies of data warehouse and data mining could be employed to DSS with the increase of business data and the system could thus provide the decision-makers with more information and satisfy their business management demands.
