By now, there are many applications based on web in using, which made the Internet as the huge platform of information issuing; people can get the information demanded from it. People hope that the platform can offer the more service, which bring a requirement named service by web. To fulfill the requirement, a framework called Web Services has been built up and developing progressively. It, based on XML, provides criteria to build service based on web. Using the framework, people can connect computer Systems, which belong to different operation systems, program languages, data definition, to offer service in loose way. It is viewed as a good way to use the software resource distributed in Internet and the future of the Internet technology.The article was focus on the aspects below: to study the technology framework of Web Services and to employ in the waterage management information system of ministry of communications to encapsulate the manage rules as web service; to research into building transaction processing based on web service.
