As the base of Intelligent Traffic Monitoring System, flow of traffic detection system is an extraordinary key technology, flow of traffic detection system should have a few schemes: a scheme of Video image detection, a scheme of wave detection and a scheme of Magnetic induction detection. Video-based traffic detection system for its installation, maintenance convenience, cost-effective, adaptable and so on, More and more people's attention, has good application prospects.In this paper, a large number of documents available on the basis of video images based on detection of a variety of traffic analysis and comparison,Be based on design demand, system would meet small volume, strong adaptability, and better stability etc. therefore systematic population design that selected FPGA-based video picture sells systematic scheme. And complete system software and hardware design.In the field of the hardware the circuit would be designed by using chip SAA7113 and corresponding circumferential of special use image circuit. The duty interposition would be come true by chip AT89C2051's function. The I~2C microprocessor adopt Altera's NiosII to be applied or used universally implanting the dyadic processor chip soft core, With peripherals, custom instructions to combine to form a custom SOPC (Programmable System on Chip).In the field of the software, it is by detecting picture's border to achieve the vehicle border, using improvement's to dispatch law to gain motion information frame, and using border detecting to gain vehicle border information. According to generating the vehicle data stream combining with the information, and recording the location of the data stream and their change information, it carries out amendment on data stream by making a preliminary estimate of the correlativity rectifying the algorithm. Improve the system environment and conditions in a variety of adaptability, to ensure that the vehicle count accuracy.To achieve the desired design goals , System design through the actual hardware and software environment jointly test, on the highway, the vehicle count accuracy rate of up to 99%; the road in the city, up to 97% accuracy rate.
