As a major branch of E-learning, the network course faces the challenge of such problems which are the standardization and reusability of learning resources, and the efficiency of its development and so on. As learning resources, the core features of learning object are reusability, sharing, and component. Based on the research of massive relevant information, In this paper, According to which is the instructional design methods and the SCROM 2004 standard, under the guidance of the division and reconstruction strategy, the author have designed and implemented the network course of the "New foundation of modern educational technology".By questionnaire and sample compositions survey, present situation of network course is discussed in detail in this paper .It also summarizes the disadvantages and puts forward the solutions: usages and standardizations of learning objects,separates contents and platform during the construction. Meanwhile, the strategy of division and reconstruction is also applied to improve the efficiency of network course construction.Through a questionnaire survey, this thesis represents related knowledge about learning object and also how to make it during network courses development, what is more, it recounts SCROM standard which is specially popular in the field of study. Based on this, with guide lines of constructivism and situated learning theory, together with teaching experience personally, author have divided the study activities of "New foundation of modern educational technology" to three kinds, and also work out the one which is suitable for undergraduate. During this process, According to the characteristics of the curriculum, the author have classified the learning objects and determine their size, furthermore, the author have made the learning objects reusability and standardization by which the definition of meta-data information model of SCROM 2004 adopted to describe the learning objects at all levels.In the respect of sequencing the course resources, the author makes reference to remedial study model, and mainly on sequencing the learning objects of "PowerPoint presentation production" which is a sample section. It also constructs a list of curriculum to achieve personalized learning for the study guide, which provides a mechanism to study the path selection for the learners. Finally, the author discussed the application strategies of network course and the shortcomings of this study.
