For ensuring our food security and controlling the decline trend of cultivated land quantity,the strategy of cultivated land requisition-compensation balance has been brought out. Cultivated land requisition-compensation balance is still at quantity balance level, because lacking of quantitative index. Through years foundation study,we construct the executing replenishing cultivated land system with quantity mass note grade conversion.But the measure and process of grade conversion are both complicated,whose calculation is so complex and difficult by artificial hand;it is also not efficient that inquiring and calculating the traditional grade conversion tables by artificial hand.So we should find out a new solution to improve the work efficiency immediately. According to the cultivated land requisition-compensation balance research and development of farmland grading, the paper uses the achievement of agricultural land grading to execute quality evaluation of cultivated land requisition-compensation balance, and proposes the replenishing cultivated land conversion system which combining components GIS and exploring language Visual Basic. It includes following conclusions:(1)In accordance with multiple characters,and according to codes-standardizion of the process map in farmland grading,map layers combination,and linking the criteria grain attributes,the study is based on data classification and coding,spatial date inspection and format conversion .It achieves the Mapgis layer—loading of different types units and coding uniquely and professionallly operations and establishes the requisition cultivated land spatial database of Hebei Province.(2)According to the specific circumstances after Township merge, amending the provincial, city and county names and their relationship,it combined Hebei Province ecological zones with the impact factores'scores and the corresponding weight,coefficient of land use, light and temperature production potential data and established the data classification codes dictionary.It established the compensation attributions database which is based on relationship-mode management.The database not only describes the properties of land resources but also records the results data in the managing process.(3)Through exploring the effective mechanism which combining component-based GIS technology with the method of cultivated land requisition-compensation balance system,it adopted to external programming languages VISUAL BASIC, based on MAPGIS information systems as the secondary developing platform,writing the program with MAPGIS components and controls,and running algorithm of replenish cultivated land with quantity mass note grade conversion.It also embedded mapgis Object-type database,established mapgis objects,reallocated mapgis objects and other objects,achieving mapgis practical functions finally. At the same time,the article also achieves process of quality-evaluation and the intelligent operation of complex work,such as the process of quality-evaluation and accounting for more than a premium, accounting for more than make up a little and added more than accounted for the of cultivated land evaluation process. Through the test,it realized a safe, reliable and efficient operation system and meets the user demand and design requirement. requisiting one and compensating one,requisiting one and compensating more,requisiting more and compensating one,requisiting more and compensating more.
