Energy Management System (EMS) is one kind of system energy conservation technology, which developed since middle period of 1990's. It can completely surveillance the enterprise energy system and provide evidence for energy control by means of production procedure control technology, communication network technology, and optimum theory technology. After these series of systematic management, the energy will be saved. Therefore, it is extremely important for the enterprise to make energy-saving and low consuming. This paper chose WONDERWARE automatic control software component as system development platform and collected many various energy efficient data in Chongqing Tobacco Company, such as refrigeration, air-condition, air-compress, vacuum integration system, boiler control system, electricity supply and distribution control system, water supply, natural gas as well. After collecting these data, the report is formed, and the energy secondary accounting can be realized, thereby saving the energy efficiently.At first, based on the comparison and analysis between model C/S and B/S, the program of C/S and B/S mixed contracture energy management system was proposed. This paper illustrated the system contracture, main function and the characteristic of design. After analysized the key technology as ASP and ADO, it is very meaningful of improving management,deceasing cost and improving serving quality in tobacco enterprise in China. In the second described how to collect energy data such as water, electricity, vacuum, gas, compress air and natural gas in the factory, and how to calculate energy consuming per box according to the product amount (including water, electricity, vacuum, gas, compress air and natural gas), how to realize energy automatic management and secondary accounting as well. According to the management request, the energy consuming will be automatically distributed to the different department proportionally. The InTouch component can collect this part of data for building dynamic data loading, and construct the back database for portal web server, and realize HMI function. Then according to the actual situation, the energy data table was designed by the VBA model of ActiveFactory Wookbook., automatically printing the energy monthly report, automatically recording, statistic and analyzing energy data will be realized. Meanwhile, energy data can provide alarm information, display simultaneous record and history trend curve, realize energy data storage management, edit energy report, and display simultaneous data and accumulate data at various check point in energy management web graphic. At last, based on the SuiteVoyager tool, the energy information including energy equipment view and report information are distributed in the website.For the research, we have established various relative theories on forming report and distributing on the web in Chongqing Tobacco Factory at present stage, but we need more updated thinking mode, and try our best to make further development.
