According to the fast development of digital TV and advanced audio / video compressing standards, lots of applications based on multi-media come to our life, such as IPTV, net-TV, etc. And people pay more and more attention on the audio video playing effect. Since 90s when multi-media technique started, so many professors from academic or industry fields have worked hard and proposed lots of effective solutions, in order to provide us better view and listen enjoying. But most of these solutions work on the application layer, mainly for the packed data frames. And these solutions could only improve the audio video effect to some extent, not for the ultimate.This paper worked on the low-level multi-media solution, summarized the causes of audio video asynchronization, with the help of human conception sync control theory, current research results, the whole control theory, analyzed the buffer underflow situation, and proposed a low level complex buffer driving and modeling sync control mechanism, CS-CS. This mechanism was based on SMS stream media transfer sync control architecture, consisting of QAE transfer quality assurance and evaluate system, and made use of stream media sync control plug-ins. CS-CS mechanism adopted loose model accumulate method, implemented by new plug-in or plug-in extension, with high flexibility. CS-CS was aimed for an adapted mechanism to suit for time changing network and the potential delay on the receiving end, so that to improve audio video sync and their playing effect. This paper proposed a low level stream media complex sync control mechanism, CS-CS, and made some analysis and evaluations deeply. Relative algorithms for CS-CS are implemented here, including B-BSC, I-DOC, I-VCC, A-PRC. CS-CS operation process is demonstrated by use of these algorithms and its practicality and validity also have been proved.Comparing with existing research results, CS-CS mechanism made full use of coarseness adjustment, fine-grain adjustment, after compensation adjustment methods, supporting QoS controlling, and had wider spread use. It was aimed for an adapted mechanism for time changing network and potential delay on media receiving end, improving audio video sync effective, and had great importance not only in theory but also in practice.
