As one of the GSM system's basic services, the SMS is popular with its users, because it is convenient,fast,easy,reliable and economic.Therefore,different kinds of applications are developed prosperously based on SMS service. And as a very important part of information processing, the combination of information query and mobile communication technology will improve the way of query greatly.Based on basic principles of SMS and GSM,the system has been discussed as follow:1 Dissertation has been researched and analyzed including system architecture, communication protocol, data style and the process of short message sending and receiving. Then SMS gateway, signaling flow, and Enhanced Message Service (EMS). Multimedia Messaging Service (MMS) are described.2 After China Mobile Peer to Peer protocol (CMPP) is discussed, particular analysis is given concerning AT command of Siemens company and the composing meaning of PDU. Based on this, decomposes the system to some modules to implement its integrated function, and puts forward very modules key technology and the way to settle it.3 System is built up according to the thought of Object-orientated programming, along with the technique of PDU format, serial communication and database design and AT commands by Delphi 7.0.Using SMS, GSM Modem and the police information database, the basic information of the vehicle and driver can be queried. And further research is providing dash question of system.According to the test of the practiced from last year, it can basically satisfy the requirements to mobile information query. Wireless charge system based on GSM short message is a solution which is the combination of the Mobile-Communication technology and practical in dusty application, so it has market prospect and promotion value.
