In recent years, rapid development of the logistics industry, more effective allocation of logistics resources and more reasonable personalized service are key factors to improve the competitiveness of the logistics industry. First, the problem of heterogeneous data should be solved. Then match corresponding services according to different needs, and search all the right suppliers. Through the introduction of SOA and ontology technology, this paper standardized and processed suppliers'data, builds a supplier management platform based on fourth party logistics, unified the semantic concept of logistics and solved the problem of searching suppliers.By analyzing the logistics business, retrieve providers'business data, establish suppliers'ontology concepts and attributes according to the construction steps, and analyze the relationship between concepts and attributes. In the basis of supplier ontology, describe providers'transport preference formally, compress the RDF description document, get the similarity between the suppliers through cosine vector algorithm and establish suppliers'group. Use Jena-2.4 to analyze logistics ontology and rules, establish reasoning engine to reason data that has latent semantic inference in ontology and obtain two forms of reasoning data like containing and satiable data from the corresponding metadata. Through SOA protocol, tripartite logistics providers issue services in 4PL management system, form the RDF model for searching. Supplier management system transforms users'needs to RDF model through semantic analysis and search, match supplier group that meets the requirements according to reasoning results and user preferences with SPARQL query language, and sort them.Finally, design an evaluation algorithm of the suppliers to achieve a complete research.To sum up, this paper takes the logistics business as orientation, builds a semantic Web-based provider management system according to Web Service and ontology. In the basis of domain ontology, expand users'query condition according to the combination of user's static and dynamic preferences, provide expanded condition set to the meta search engine queries, sort the results and enable it to match suppliers who meet the conditions according to users'personal needs and goods'attributes. The recall and precision rates are raised.
