Booming of mobile service market and breakthrough of wireless communication technology in the recent years jointly stimulate the emergence of various mobile solutions. To improve core competence and maintain market share, 3GPP launched the research of Long Term Evolution(LTE). The main target of the LTE is to save the invest and cost of operators, as well as providing various applications with better quality of service for customers. Currently the global mobile industry has given LTE syetem great expectation, hoping this technology can bring sustainable development of mobile communication industry.Mobile communication involves communications among network nodes such as UE, RAN and CN. Handover procedure is one of the most complicated and important procedures in the mobile communication network,it takes responsibility of keeping UE's connection to the access network and includes information interactions among the network entities. The integrity and efficiency of handover can affect the QoS supplied to users directly.Based on the study of the LTE access network E-UTRAN and analysis of the related protocols(RRC, S1AP, X2AP), this paper summarizes signalings related to handover, and does the handover system design which consists of software platform design based on VxWorks OS, ASN.1 message encode design and procedures design. The last part of the paper designs the handover system based on OPNET software tool, the simulation platform can hold hundreds of UE at the same time and support the handover of the UEs. Based on the simulation platform, the handover parameters are analyzed to increase the handover success rate as high as possible.
