Radio Administration Bureau presently has had plenty of outdated instruments. The testing of them, however, is based on manual testing which will result in poor efficiency and artificial errors. The paper deals mainly with the design and implementation of an automatic testing system of radio instruments on the basis of the notion of the virtual instrument.The paper first introduces the bus, the drive technology, and the VISA library, which are related to the virtual instrumentation. Then, considering the generalization and the expendability of the system, the modularization structure based on components is adopted. Every independent function module has clearly data structure and interface, which make the users to easily regulate the system accordingly. Thirdly, it makes a collective explanation of the relevant concepts, namely, frame design, module partition, component interface design, database design, and test flow design. Finally, the design and the implementation of every module are discussed, which are mainly circled the aspects of equipment check drive module, PHS check drive module and GSM inspect drive module.The program was designed with Visual C++ 6.0 and on windows 2000.
