During the process of informationization, the government departments, enterprises and institutions have great requirements of information sharing and data exchanging. Based on the analysis of domestic and international research status and along with the Shanghai Maritime Bureau data exchange platform building, the paper presents a data-exchange platform based on ontology and Web Services, which can solve the problem of data transform between different structure and format in different systems and platforms.This thesis firstly introduces releated key techniques and data exchange model, and the whole design framework of the data exchange platform includes structure and function. By the analysis and study of the general schema matching methods and the problem of it , the schema matching solution based on ontology technology is given to solve the semantic heterogeneous problem. In the schema matching solution, the paper mainly study the matching method between ontology and XML Schema, similarity comparison, semantic marker to Schema based on ontology concept, semantic mapping relationship between two XML Schema documents and the data transform solution. At last, the secure transmission and access control methods based on PKI / PMI and data quality assurance methods based on the data clean-up are presented, which ensures the security and reliability of data exchange platform. Based on ontology and Web Services technology, the design and implementation of data exchange platform is also presented in the paper, which is used in the Shanghai Maritime Bureau customer management system and improves the system data exchange convenience, efficiency and safety.
