Nowadays, with the rapid development of embedded technologies and modern communications, and the appearance of the new generation of communication standards, It becomes possible for people to use intelligent mobile devices with access to business applications. The popularity of these devices in markets is a very surprise and many industrial magnates are producing this kind of devices, such as PDA, smartphone etc, which can provide with many services and functions. The breakthrough of memory and CPU power of the device requires the better embedded OS, embedded application platform, and integration of them.In the related fields, Embedded Linux, Symbian and WinCE are widely used as embedded OS. With the development of these supporting software and enhanced demand towards smart mobile devices, the improvement of memory and CPU power drives the development and application of the related protocols and standards.Thiscan provide operators with advantages to offer many data and application services. With the development of mobile communication and requirement of mobile data, the embedded database is widely used. The data synchronization technology of embedded database is introduced and related instance is discussed in the paper.Key words: Embedded Database,Data Synchronization, Remote Data Access.Embedded system is the combination of computer technology, electronic technology, and special application. This is why embedded system is full of continuous innovation. It is different from PC system while it is based special application.According to this, the hardware and software of embedded system must be specially Designed.Previously operating system was not included in embedded system, and the simple cycle control program mainly dealt with request from exterior. But the complexity of embedded system makes OS essential. OS provides all kinds of services based on hardware. If these services are used in a special application we can get great efficiency.WinCE-based embedded operating system Instrument Design and Development isbecoming more and more popular in our days. It provides a unified programming interfacefor developers with a short development cycle and powerful analysis function. In this paper,we try to develop a novel scouting instrument based on the power WinCE4.0.The whole power system consists of fourparts;generation,transmit_ ssion,distribution and the Users.They are allimportant,especially the transmission system.It has directly great influence on the generation and distribution systems.But the transmission line and its auxiliary devices in the transmission system always are exposed outside.Especially at deviousplaces,the transmission system is destroyed easily because of human being,birds and beasts.Based on the situation,some patrolling work must be done to check the transmission line in the power system.It can reduce the unnecessary expense causing by the faults of transmission line.But unfortunately,now some patrolling systems used cannot feedback the operation state correctly in time because ofthe management and technical.That is not good for the transmission system.In the past,the repair works could only do after accidents had happened.The loss could not be retrieved.And the purpose of the patrolling work is that we can find the hidden troubles before they become true.So it is favorable for improving reliability and safety of transmission line to develop the advanced Patrol Management System.In this paper, The basic definition of embedded system and features of system software are introduced. The category of the system, fundamental System atical structure and applications are depicted.The effects of Software technology,development tool and real-time operating system are Discussed . The developing trend of modern instrumentation and demanding technologies are analyzed. The prospects on developmentand application of embedded system and technical support for instrumentation are forecasted.The WinCE4.0 operating system that based on the modular architecture and softwareplatform structures processing are described in this paper. The PlatformBuilder3.0 is used asthe development tool based on the WinCE4.0 of the operating system, which provides all theinstall tools from customizedoperation system to goal platform.During it, this platform includes three parts. First, construct the platform. Second, create the platform image file. Third, download the image file to the goal equipment. The real-timeperformance and embedding performance are analyzed, and then the characteristic ofapplication exploiture is summarized. Finally, the customize methods of operation system are mastered. The software design of power scouting instrument (Object Oriented Analysismethods) and program realization synchronize with data of personal computer. Win32programming interface, multithreading design and modular structure are adapted in our Powerscouting instrument. Few Executable codes and easy functional expansion. It has real-time data upload and download, Inventory data analysis, statistics and other functions. Portable scouting equipment of power as the assistantor of the PIS is suitable to apply to work without dispersion for the industry of the work environment and the mobile inspection categories.Firstly, this paper analyzes the Embedded System Research, technicalbackground,charact eristics and applications. Then, take the power of scouting instrument for example,introduce the "Development and Design of Portable Instrument Based on WinCE EmbeddedOperating System" research of subject, including requirements analysis, system design, theachievement of code major subsystems , the key technology part and so on. Besides changing the work pattern of the power factories,the using of electric power information system also saves the resources of manpower and material resources,and it really raises the level of automata and word efficiency in the power system.Finally, this paper analyses the capability of the entire system externally, then bring forwardthe problems which can not be solved and the improvement goals.Key words: Embedded; Data Synchronization; Remote Data Access...
